Qualification levels in NDT: tasks and responsibilities at Levels 1–3

We are frequently asked exactly what distinguishes Level 1, 2 and 3 testing personnel in non-destructive testing (NDT) methods. Another common question is why we offer combined Level 1 and Level 2 courses for various NDT methods.

DIN EN ISO 9712 answers the first question by clearly defining the qualification levels. It makes clear that Level 3 testing personnel ultimately bear overall responsibility for the correct performance of NDT. They define procedures, interpret standards and supervise Level 1 and Level 2 testing personnel.

The answer to the second question can also be derived from the standard. For methods such as MT (magnetic particle testing), PT (penetrant testing) and VT (visual testing), Level 1 and Level 2 training is often organised as a single continuous course. The course duration is essentially the sum of the required training periods for both levels. This is because certification at Level 2 also requires evidence of the Level 1 training time.

DIN EN ISO 9712 defines three qualification levels for non-destructive testing personnel.

Level 1: carrying out testing in accordance with instructions

A person certified at Level 1 may carry out NDT in accordance with a testing instruction and under the supervision of Level 2 or Level 3 personnel. Typical tasks include:

  • setting up equipment
  • carrying out non-destructive testing
  • recording test results and evaluating them against specified criteria
  • reporting results

However, Level 1 testing personnel are not responsible for selecting the inspection method or testing technique. Nor may they independently evaluate test results.

Level 2: planning, carrying out and evaluating testing

A person certified at Level 2 is qualified to carry out and direct non-destructive testing in accordance with established or generally recognised procedures. Typical tasks include:

  • selecting suitable testing techniques
  • defining the scope of application of an inspection method
  • understanding NDT standards and specifications and translating them into testing instructions suited to the workplace
  • using and setting up test equipment
  • carrying out and supervising testing
  • interpreting test results and evaluating them against standards or specifications
  • preparing written testing instructions
  • supervising the activities of Level 1 personnel
  • providing guidance to personnel below Level 2
  • documenting and compiling test results

Level 2 testing personnel therefore already bear significant responsibility for the practical performance and evaluation of testing.

Level 3: overall responsibility for NDT methods

A person certified at Level 3 is qualified to direct any NDT activity for which they are certified. Their key tasks include:

  • assuming overall responsibility for testing facilities and testing personnel
  • introducing and implementing inspection methods and techniques
  • interpreting standards, codes and specifications
  • specifying suitable inspection methods, techniques and procedures

In addition, Level 3 testing personnel must:

  • be able to interpret and evaluate test results against standards and specifications
  • have sound practical experience of materials, manufacturing and product technologies
  • be familiar with other NDT methods
  • provide technical leadership to personnel below Level 3

Level 3 experts therefore play a key strategic and technical role in quality assurance.

Conclusion: clear roles throughout the chain of responsibility

The three qualification levels in DIN EN ISO 9712 form a clear hierarchy of competence and responsibility:

  • Level 1: carrying out testing in accordance with instructions
  • Level 2: planning, carrying out and evaluating testing
  • Level 3: overall technical responsibility for methods, standards and personnel

Combined Level 1 and Level 2 training is therefore a sensible, practical approach, particularly for established methods such as MT, PT and VT. It provides an efficient foundation for qualifying skilled non-destructive testing personnel.
