It can be issued by the Employment Agency or the Jobcenter and entitles holders to participate in various activation and employment integration measures.
Education voucher
The most common form of funding for individual courses or an entire programme is an education voucher. This is a funding instrument of the German Federal Employment Agency for reintegration into employment.
You can find the requirements and options for obtaining an education voucher for qualification in material testing and materials engineering here: https://www.werkstoff-service.de/trainingcenter/kurs-organisation/bildungsgutschein/

It includes all the help and support needed for (re-)integration into working life, including vocational retraining and continuing education to create new career prospects, including specifically for people with mental illnesses.
IFLAS
IFLAS (Initiative zur Flankierung des Strukturwandels, an initiative to support structural change) is an initiative of the German Federal Government launched in 2018.

Other federal and state funding programmes
Depending on the federal state, numerous funding programmes are available for company-based qualification. The Federal Government supports the vocational integration of fixed-term military personnel returning to civilian employment and services provided by the Bundeswehr Vocational Advancement Service.
Comprehensive information on funding programmes is available in the funding database of the Federal Ministry of Economics and Technology: www.foerderdatenbank.de. The database provides a comprehensive, up-to-date overview of funding programmes offered by the Federal Government, the federal states and the European Union, together with a wide range of research and search functions.
